E-waste is a popular name for electronic products that are nearing the end of their life cycle. Some researchers estimate that over 75 percent of old electronics are in storage, partially because no one is certain on how to correctly handle the products. E-waste can be considered hazardous because some electronic products contain materials that can render them hazardous, depending on the condition of the object and the density.

Electronics Waste Recycling Act of 2003

In 2003 California enacted legislation for the collection and recycling of electronic waste. the California Integrated Waste Management Board (CIWMB) has adopted regulations to implement the statue. On January 1, 2005 retailers began collecting the Electronics Wastes Recycling Free on covered electronic devices from consumers. The initial fee was established by the legislature in SB20 and the CIWMB has the task of annually evaluating the fee to maintain sufficient levels of funding.
